One of the most impressive warriors in the Naruto series was the title character's dad Minato, the Fourth Hokage of Konoha. His edge came from not only perfecting the Rasengan but also shinobi speed -- to the point that he became known as the "Yellow Flash of the Hidden Leaf," and arguably, the deadliest Hokage ever.
As well as his speed, the nickname was due partly to his hair, though few opponents realized he was actually using a special teleportation technique created by the Second Hokage, Tobirama. Now, come Boruto #60, as the villainous Code reveals the secrets of his own teleportation technique, it's clearly a throwback to Minato.
In terms of Hokages, while Hashirama was the most powerful and Tobirama was the angriest and possessed the most moves, Minato had a lot more battles to take part in because his reign was during the height of civil war among all ninja nations. During that time, he killed many soldiers to help fashion Kakashi, Obito and Rin into his successors, and his Flying Raijin technique was essential.
The technique involved him applying a seal to people or objects, to which he could travel in the blink of an eye. In doing so, he passed through a secret space-time dimension similar to the power of the Kamui that the Uchiha clan deploys, and could also teleport the marked things to him. In time, he learned to perfect his chakra balance enough that he could teleport from long distances. It's what eventually allowed him to beat Obito when he tried to bring the Nine-Tails to Konoha, as well as when the Kaguya War came and he was resurrected.
As he could produce marks all over the place and in any volume, opponents just couldn't stop it. He could pop around like a god, hence why the move translates to "Flying Thunder God." In Boruto, though Code's teleportation isn't as strong, it's still effective. His version deploys black bands called "claws," which he lays down just like Minato's seal. However, because they're so long, he can appear at any point, making it hard to predict his movements.
They're essentially like long lines of paint, giving him the element of surprise over his enemies. In Chapter #60, he reveals the technique to Daemon using Bug as an example, pulling him in and out of the teleportation realm. It also seems to be instantaneous, although Code can only transport one object with him. Another pitfall is that the claws are very obvious whereas Minato could hide his marks and make them small enough to fit on a dagger or someone's body.
Despite its weaknesses, Shikamaru and Sai's team are all over Konoha with the rest of the villages seeking out the claws. As Code has placed them in abundance it seems he's thinning out their forces so he can strike at Konoha's heart. In that sense, he might not be as powerful as Minato but he is a similarly clever strategist, aiming to use the Ten-Tails as the ultimate weapon.
