Fubuki/Blizzard is definitely not the strongest hero currently fighting against the Monster Association. While her esper abilities mean she's definitely more than capable of winning a fight, she pales in comparison to her older sister, Tatsumaki/Tornado. Still, Blizzard's big strength is her resourcefulness and her ability to work with people. This led her to founding the Blizzard Bunch so as to keep a stranglehold on B-Class, of which she's the top hero. However, things went poorly for her when D-oS took control of the Blizzard Bunch, resulting in them getting put into the hospital. It looks like things are once again about to change for the better, though, because in One-Punch Man Chapter 122, Fubuki refounds the Blizzard Bunch while giving two major heroes big power-ups.
In the closing moments of the previous chapter, the mysterious leader of the Monster Association called to Overgrown Pochi for help, who is battling against Fubuki, Bang, and Bomb. Even in a weakened state from his fight against Saitama, Pochi is one of the most powerful fighters in the Monster Association, so he has no real issue with holding the three of them down. As Pochi prepares to launch a deadly attack against the three, Blizzard taps into her abilities to shield herself and her allies from the attack. However, this move comes at the cost of a lot of her energy and power, with the hero visibly bleeding from her eyes as a result of the strain.
With nowhere to run, Blizzard tells Bang and Bomb to leave, dubbing them the New Blizzard Bunch. Blizzard intends to sacrifice herself to Pochi so as to give them a way to escape. However, Blizzard's usage of her power also restored some of Bang and Bomb's physical ability. Now at full strength for the first time in years, the two elderly martial artists -- who are among the greatest in the world -- face off against Pochi, unleashing their deadly special techniques against the beast.
While Fubuki can, at times, come off as selfish, her actions here are absolutely those of a hero. In many ways, Fubuki's true strength doesn't lay in fighting. Instead, she's a leader, and her actions here work to empower her allies rather than hurt them. Bang and Bomb are both formidable fighters, and their combined strength means the New Blizzard Bunch might just be here to stay.
