In the Boruto anime, we've gotten way more insight into Victor than the manga had to offer. The present episodes act as a prequel to Kara's actual war on Konoha in the books, and Victor's been confirmed as an Outer member trying hard to get into Jigen's high council so he can partake in the chakra fruit and the immortality offered by the God Tree.
However, after his own God Tree project failed, Victor finds himself being chided by Jigen for disobeying orders and acting on his own. But the medical tycoon might have another trump card up his sleeve as the death of a certain ally could give Victor a lethal army of super-soldiers to go after Kara, as well as an unstable Konoha.
Surprisingly, Victor's still alive after we thought the tree had eaten him, but Jigen doesn't care: he hates insubordination. Before they sign off their conference call, though, Victor reveals he's collected all of Deepa's body parts after the floor of the medical facility caved in following Deepa's fight with Team 7. Jigen doesn't want anything found by his enemies and at this point, it's clear Deepa's been engineered by Victor and Jigen, which explains his metallic and fluid body.
He could be a human who's been augmented, but that's still to be confirmed. Either way, Jigen's glad another pet project in Deepa has been cleaned up. But when the conversation ends, Victor makes it clear he hates the boss. At this point, it's obvious he could use Deepa's unique body and the metal to make more soldiers. Attacking Konoha's an option but he could upgrade for a potential assault on Kara if needs be. The anime doesn't have to follow the manga on this note and seeing as Jigen's main concern is Deepa not reanimating, we can see Victor repurposing this even for his mangled body.
He's missing limbs so with Deepa's body parts, Victor could become a whole shinobi again. He can already work regeneration jutsus and seeing as he's a master of all elements, this is the combined template for producing the perfect army. He also has the Iwagakure Doctor's research on making synthetic soldiers in the Hidden Stone so all the ingredients are there. What's worse is Jigen mentioned the vessel, aka Kawaki, that he and Victor made, so further experiments could use Kawaki's DNA as well to create an even-deadlier enemy.
The point is, Victor has no problem working outside of Kara -- running science cells on his own in the same way Orochimaru has done for decades, both as friend and foe to Naruto's alliance. With his own DNA, plus Deepa, Kawaki and whatever he still has from the Hashirama Cell, the potential is there and with such limitless possibility, Jigen may not want to underestimate or ridicule Victor like this ever again.
