With Boruto's Kara terrorist cell steeped in so much mystery, it's no shock that new secrets were revealed upon Ishhiki Ōtsutsuki's death. We already know that Code was his successor, and someone he gave all his powers to via a unique Karma mark. In the past, we've also seen how his senior members, the Inners, had their own backup plans to take over the world.
Now, Chapter #56 reveals there's an army that's way more powerful and even deadlier than Kara hidden away somewhere -- one that was actually created from within the organization itself.
Code's looking for reinforcements to take out hits on Konoha in retribution for the boss's death. Code revered the alien like a god and Kawaki, Boruto, Naruto, Sasuke and traitors like Amado are the ones he's holding responsible for his absence, leading to him raiding Boro's lair in the snowy mountains. There, Code instructs the watchman, Bug, to take him to a storage unit where mysterious cyborgs have been stored away.
These scientific ninja tool-powered warriors are absolute killers, as Amado explains to the Konoha council. Apparently, just like how Delta, Boro and other Inners were engineered, Amado built super-cyborgs that were even more powerful than them, as well as Jigen (Isshiki's vessel at the time). Fearing they could go rogue and overthrow him, Jigen had them decommissioned and destroyed, but Code reveals to Bug that he always knew Boro was secretly taking and hiding them away for whatever he was cooking up.
With all the Inners now dead, as the last standing member, it's Code's sole right to have them activated, so he starts with the one "who knows everything in this world" -- Eida. We have no clue who she is but Code, in awe of her, suggests that Eida may well be the strongest cyborg in existence -- and the ideal assassin.
This revelation stirs the pot a lot. What other unknown secrets is Amado keeping, and what did the other Inners hide before they died? With the double bombshells -- Code being stronger than Isshiki and these new soldiers being stronger than the current Kara cyborgs -- it seems like Code has everything he needs to surpass the vision of old.
This definitely paints him as the new Isshiki, which should make Konoha worried. Sasuke's lost his Rinnegan and a vast amount of power, while Naruto no longer has Kurama and is, for all intents and purposes, a normal shinobi again. So with the free ninja world at its most vulnerable, it's the perfect time for Code and his legion to strike with what appears to be insurmountable strength.
