Ultra Instinct is one of the most powerful techniques in the Dragon Ball Universe. Generally used by divine beings, Ultra Instinct allows its users to react automatically, making them incredibly formidable in combat. Goku -- who has never been one to pass on a power-up -- has until recently struggled to really use the move to its full potential. However, after training with Merus during the "Galactic Patrol Prisoner Saga," Goku was finally able to tap into the technique and use it to defeat the energy-absorbing Moro. Don't expect Goku to stop there, though, as Dragon Ball Super Chapter 68 reveals there's more he still needs to learn.
Following his confrontation with Moro, Goku is once again training with Beerus, Whis and Vegeta on the God of Destruction's Planet. At the start of Dragon Ball Super Chapter 68, Goku catches the Oracle Fish, who teases the arrival of a powerful fighter. From there, Goku spars with Whis. However, the Angel easily parries and deflects his opponent, eventually knocking him to the ground.
"Copying me won't get you far," Whis tells Goku. "You must develop your own style." From there, the two continue their sparring match while Vegeta and Beerus watch on. During their conversation, Beerus explains that Angels are always using Ultra Instinct. Whis, for his part, explains that there are various levels of Ultra Instinct mastery, and that Goku is still a novice, especially as compared to the Grand Priest. This revelation seems to delight Goku, as he now has a new power level for which to strive.
Goku has, since the earliest days of Dragon Ball, strived to become more powerful. However, due to his Super Saiyan abilities, Goku has remained one of the most powerful mortal beings in the universe for decades. Now, though, Ultra Instinct presents Goku with the opportunity to once again test himself and rise to the level of actual gods. While it's not totally clear what that means on a practical level at this time, Goku is only going to get stronger from here -- and his opponents are going to have to find a way to match him.
