Fans of the Tokyo Ghoul anime were introduced to a mysterious organization, V -- or Vasukei -- near the end of :re:. Vasukei is a secret organization made up of members who want to keep a balance between ghouls and humans, getting rid of anything that may disrupt that balance by any means necessary. This includes ordering the assassination of its own members and any of their families, as seen with Yoshimura and his family.
Interestingly, V is associated with the Tarot card The Hierophant, a card associated with law and order, tradition, conformity, structure, and morality. The reversed meaning of the card is rebellion, subversiveness, and new approaches. The Hierophant card is also the fifth card of the Major Arcana, and most decks use Greek numerals, thus making it "V."
Among the most notable of V's numerous members is the leader Kaiko. Kaiko was a failed half-ghoul member who was one of the conspirators to cause Tokyo to undergo ghoulification. He gained increased physical abilities at the cost of a shorter life-span, and after he was made a complete ghoul by Dragon, he's shown to be able to regenerate. His kugune took the form of a tail that could strike opponents from a distance. He's also shown as having been a skilled swordsman. Not much is known about his past, but at some point, he rose through the ranks of V.
Another notable member, or rather former member, is Yoshimura. Fans of the series will recognize him as the manager of the Anteiku café. Formerly known as Kuzen, he was a ghoul who lived by eating humans and ghouls before joining V. He became a "cleaner," a member who satiated his hunger and his bank account by eliminating rival organizations, both ghoul and human in nature. He saw V merely as an employer, and thus did not consider it a "family."
After meeting a waitress named Ukina, he fell in love, and the couple had a child named Eto. After the baby was born, he found Ukina's diary and found out that she was actually a journalist investigating V, though the two had no idea about the other's affiliations before the meeting. The relationship was eventually discovered by V, and Ukina was ordered to be killed.
This is where the manga and anime deviate a bit. In the manga, Kuzen is ordered to kill her, which he reluctantly does, and takes the baby to an associate in the 24th ward and out of danger. In the anime, however, she's killed by unnamed members of the group. This is the catalyst for Kuzen to leave the group in both adaptations.
As Yoshimura, he tends to the cafe and offers a safe haven for ghouls. He soon hears about a ghoul in an owl mask and came to believe this was his daughter. Learning that the One-Eyed Owl had been severely wounded in battle, Yoshimura then dons a similar mask and attacks the 2nd ward, thinking that his daughter would soon become a target for V. He was later captured by Aogiri Tree and used to farm kakuhou. His fate remains ultimately unknown at this point.
The third notable member is Kichimura Washuu. Originally known as Souta Washuu-Furuta, he was the illegitimate son of the former CCG chairman and a member of V. He became a Ghoul Investigator and used his position to keep an eye on Haise Sasaki for V. He goes by numerous aliases to infiltrate various organizations for gain and alliances. He later stages a coup during the Third Cochlea Raid and takes over the Washuu clan with the help of Clown and V members. After this, he becomes the leader of the CCG, but later resigns after Dragon emerged.
Despite touting an ideal of equilibrium between humans and ghouls, the individual members of V have shown that they ultimately don't believe in this ideal. They used the organization for personal gain, with the exception of Yoshimura. Kaiko wanted to turn all of Tokyo into Ghouls, and Kichimura wanted to take over the Washuu clan. The only one who seemed to support this idea in action was Yoshimura. It's rather ironic that the one member shown to embody this idea is the father of one of the main antagonists for the series.
