WARNING: The following contains spoilers for X-Men Unlimited #36, now available on Marvel Unlimited.
The X-Men's mutant nation of Krakoa has only three main laws: make more mutants, murder no man and respect this sacred land. If a mutant breaks any of these laws, they will be tried by the Quiet Council and, if found guilty, sentenced to exile in the Pit of Krakoa. The rules seem simple enough, but unusual mutant abilities such as Maggott's can complicate things.
Maggott's digestive system is made up of two sentient slugs which can crawl in and out of his abdomen. These slugs, which he named Eany and Meany, can consume any material. After eating, they return to Maggott's abdomen and transfer the energy they derived from their food into Maggott's body, giving him super-strength. Eany and Meany are intelligent and Maggott has a telepathic connection to them both. Though they are capable of acting independently, they care for Maggott strongly and will usually do whatever he asks of them.
Maggott is usually on good terms with Eany and Meany, but X-Men Unlimited #36 (by Alex Paknadel, Julian Shaw, Dono Sánchez-Almara and VC's Joe Sabino) reveals that Eany may have landed Maggott into some big trouble. While Maggott was on a mission, he was killed by a sludge monster, and Eany and Meany appeared to have died along with him. All three were resurrected on Krakoa shortly after.
However, Maggott later discovered that Eany hadn't died on the mission after all. After Maggott was resurrected, Eany's telepathic connection with him and Meany was cut off because of the creation of the new Eany in the resurrection process. The Eany who survived was enraged at being abandoned, and she went on a rampage, consuming lots of matter so she could grow to enormous size and killing many innocent humans in the process.
The murders that Eany committed would appear to violate the Krakoan law that forbids killing humans. Since Eany is technically a part of Maggott, it is possible that the Quiet Council will seek to punish Maggott for these crimes. However, he was totally unaware of these crimes until Emma Frost discovered them by psychically linking with Eany.
Though Eany is a part of Maggott, she has her own brain and is capable of making her own decisions. With her telepathic link to Maggott severed due to the creation of a new Eany, Maggott had no way of trying to persuade her not to commit murder. He didn't even know she was still alive. Therefore, it would be unfair of the Quiet Council to punish Maggott for the crimes that Eany committed.
The Quiet Council has been known to make exceptions to the laws under special circumstances.
Due to the uniqueness of Maggott's situation, it is possible that they will choose not to punish him for Eany's crimes. It is also possible that they will punish Eany but let Maggott and Meany go free, since Eany was the one who killed people. Regardless of their decision, this will force the Quiet Council to ponder more deeply about how to apply the laws of Krakoa to mutants such as Maggott who have more than one brain.
