Power levels in anime as a whole are an infamously contrived system. Their main purpose is to qualify strong characters to a fantastical system that the audience can not possibly calculate. Power levels don't mean anything in Dragon Ball. Rankings don't matter in My Hero Academia. And, of course, bounties don't mean anything in One Piece. With that being said, how can an already arbitrary pricing system seem so wrong?
Bounties are one of the most exciting developments in One Piece as they both mark infamous characters and give the main characters a tangible sense of progress. However, a lot their values are very debatable among the One Piece community, as some strong characters can be wanted for chump change whereas other characters are way overpriced. This list will be playing The Price is Right today, as it judges One Piece characters who are under- and over-valued.
10 Too High: Usopp (200,000,000)
Usopp may be a Sniper King and a God, but he certainly doesn't deserve an bounty well into the hundred millions. He's had some hard fought battles, but he's mostly won them through trickery and luck. His current bounty was earned when he somehow managed to scare and beat a little girl.
Sugar certainly isn't a slouch, but Usopp didn't come off as a total beast during his fight. Someday, a very optimistic bounty hunter is gonna come across the weakest member of the Straw Hats and have a very surprising payday.
9 Too Low: Sanji (330,000,000)
Because he was absent for a good portion of the Dressrosa Arc, Sanji didn't really get to prove himself early on, and his first bounty in the New World was generalized. However, he got massive attention after the events of Whole Cake Island and managed to get a higher bounty. Unfortunately, that one also seems a little low.
Sanji managed to one shot a couple of Big Mom's top crew members and possibly matched Charlotte Katakuri in Observation Haki. The 300 millions are not anything to scoff at, but it's way too close to a version of Luffy that struggled to fight a Pacifista long ago. Given that Sanji can one shot them nowadays, there should be a little more spice behind his bounty.
8 Too High: Caesar Clown (300,000,000)
While the 300 millions seem a little low for someone like Sanji, they criminally overrate people like Caesar Clown. To be fair, Caesar Clown is a world class scientist who scientific knowledge could threaten the World Government. However, even that infamy seems ridiculous.
All of Caesar's experiments have failed to some extent, whether it's his struggling giant experiment, his faulty Devil Fruits, or even his poison bomb that just encases people in stone. Given that the man himself isn't all that strong in the first place, what is the World Government afraid of?
7 Too Low: Basil Hawkins (320,000,000)
Basil Hawkins went from being the third most wanted member of the Supernovas to being one of the lowest wanted ones of the New World. Shakky even listed him as one of the top pirates that Luffy should look out far, but he's been surpassed as of late by Scratchmen Apoo.
Capone "Gange" Bege, one of the least wanted people before the time skip, isn't that far behind The Magician. While not much is known about his infamy, it's disheartening to see his lack of progress in the New World.
6 Too High: Nico Robin (79,000,000)
This is obviously not referring to Nico Robin's current bounty of 130 million but to her unfair rating during her childhood.
Despite being just a scared child without a home, the World Government gave her a bounty that would have put her Level 4 of Impel Down, i.e. the one with the pool of boiling blood. They obviously wanted to keep the Void Century secret but paying over 70 million belis just seemed obsessive.
5 Too Low: Roronoa Zoro (320,000,000)
First off, how dare Sanji have a higher bounty than Zoro. That alone must be pretty humiliating for the Pirate Hunter. Beyond that, however, Zoro is the first mate to Monkey D. Luffy, a man who has defeated both Donquixote Doflamingo and Charlotte Katakuri. While Luffy's been skyrocketing into the 500 millions and even billions, Zoro has been stagnant with bounty befitting of Paradise.
When Luffy's bounty was at 300 million beli, he struggled to punch a guy through a brick wall. During Dressrosa, Zoro was able to cut straight through a guy wearing an entire city. Someone wasn't paying attention when they were evaluating Zoro.
4 Too High: Charlotte Cracker (860,000,000)
When Cracker premierd, it seemed like One Piece just wanted to make Luffy look like a big deal by having him easily defeat someone with a high bounty. However, that number was very misleading, especially given the odd caveat that Cracker had. While he is able to make a near unstoppable army of biscuit soldiers, Cracker himself is very susceptible to pain.
If he gets hit a little hard, the guy is out for the count. It's even baffling that his biscuit soldiers were feared, given that the Marines could just defeat them with water or even milk. One has to wonder what the Marines have been doing if they couldn't take down Cracker.
3 Too Low: Killer (200,000,000)
After the time skip, several members of the Worst Generation jumped several hundred million of beli in their bounties. Killer's rose by 38 million. Considering that he's the right hand man to Eustass Kidd, a pirate who nearly broke 500 million beli, it's odd to see that his bounty change doesn't seem proportional to the rest of the Worst Generation.
Killer certainly doesn't seem like the type of guy who would be afraid of a fight, so what do his scythes really need to do to get this man a higher bounty?
2 Too High: Monkey D. Luffy (1,500,000,000)
Jinbe once said that a pirate would have a much harder time getting their bounty increased once it passed the 300 millions. That idea seems hilarious now. Despite struggling through all of Whole Cake Island and even being gifted a win by Charlotte Katakuri, Monkey D. Luffy's bounty was able to triple.
He is now worth more than Katakuri and even a couple of Kaido's Disasters. While Luffy is destined to overcome these people in the future, having this high of a bounty kind of removes some of the mystery and has overinflated the kid as the "Fifth Emperor." Luffy's cool, but he hasn't proven to be that cool.
1 Too Low: Tony Tony Chopper (100)
Chopper is the most infamously underrated characters in the One Piece world. That isn't to say that he isn't getting any love from the One Piece community (He clearly is. Just look at him.), but that the World Government doesn't appear to understand how his adorable face hides a horrifying monster underneath.
He's been able to take on a menagerie of strong pirates; and with his Monster Point, he has even taken out a member of CP9 with one hit. On top of that, he's a brilliant doctor whose medical expertise helps make the Straw Hat Pirates even more dangerous. Chopper may not be the most violent pirate on the sea, but he's bound to give some unfortunate bounty hunters a very bad day.
