The current arc in One Piece, the "Wano Country" arc, is unsurprisingly its longest one yet. It features half of the Four Emperors, numerous races, most of the Worst Generation, and even the World Government through CP0. The battle between the Straw Hat Pirates and Beast Pirates has become a full-blown war between alliances, and both sides have revealed their entire hand in the attempt to obliterate the other. For Kaido, that is his Tobi Roppo and Lead Performers.
The Beast Pirates are one of the biggest pirate crews in the world of One Piece, with the entire Wano Country as their territory. Kaido keeps his entire crew in check via explicit hierarchy. The Lead Performers and the Tobi Roppo are his top members, both in terms of battle prowess and authority. Fans first saw them assembled when King summoned both groups in Chapter 979, and here's who they are.
As previously stated, both the Tobi Roppo and the Lead Performers are the mightiest figures, excluding Kaido, in the Beast Pirates. The Lead Performers are Kaido's top executives consisting of King the Wildfire, Queen the Plague, and Jack the Drought. The three are also informally referred to as Calamities, an allusion to their epithets and abilities. Jack, with his gigantic body, can raze any unfortunate land he rampages on. Queen uses their genius to create various artificial diseases that can quickly wither any population. King, being a Lunarian, can ignite part of his body and imbue flames in his attacks.
All three Lead Performers have eaten an Ancient Zoan Devil Fruit, which further increased their fighting power. Jack's Devil Fruit allowed him to transform into a woolly mammoth, exponentially increasing his already destructive strength. Queen can morph into a brachiosaurus, which they used in tandem with their body modifications and high-tech weaponry. King's pteranodon form let him roam the skies. They are largely responsible for the Beast Pirates' operation and were in charge of some parts of Wano. Kaido also sometimes sent them on missions just like when he sent Jack to Zou.
Directly below the Lead Performers are the six Tobi Roppo: Page One, Ulti, Who's-Who, Black Maria, Sasaki, and X Drake. Just like the Lead Performers, Kaido also held the Tobi Roppo in high regard. He gave them the right to challenge the Lead Performers on special occasions, like when he tasked them to locate and bring Yamato. The members of the Tobi Roppo are also the next in line should any of the Lead Performers meet their demise.
Similar to the Calamities, all the Tobi Roppo consumed an Ancient Zoan Devil Fruit. Page One, Ulti, Sasaki, and X Drake have the ability to transform into dinosaurs, while Who's-Who and Black Maria can turn into a saber-toothed tiger and a Rosamygale grauvogeli spider respectively. Even though they are technically under the Lead Performers, the Tobi Roppo don't necessarily follow their orders. King even had to use Kaido's name to successfully summon them to the capital.
Some of the members of the Tobi Roppo are also assigned to head a division sharing a common theme. Sasaki, for instance, led a bunch of Gifters with high defensive ability. Similarly, Who's-Who had feline Gifters under him and Black Maria commanded reptilian subordinates.
As the Beast Pirates follow a strength-based system, the higher echelon doesn't have to like each other. In fact, some of the Tobi Roppo have openly declared their desire to kill one of the Calamities. Such an organization might seem unruly, but it clearly works for Kaido. This is mainly due to the nigh-unparalleled power he possessed and the loyalty of his Lead Performers.
