WARNING: The following contains spoilers for Boruto: Naruto Next Generations Episode 172, "A Signature of Fear," now streaming on Crunchyroll.
The Boruto anime has finally brought Kara to light, but there's still a lot being hidden about the terrorist cell and its intentions. What's most interesting, though, is while the sinister Doctor is working with Victor on the Hashirama Cell, there's turmoil brewing with Deepa mentioning a civil war is occurring as minions feel undervalued. Episode 172 pays tribute to the manga through Deepa's latest rant, which hints at what Jigen's ominous plan really is.
In the anime, it seems like Kara wants to use Hashirama's DNA and go about creating a shady army, similar to how the Akatsuki was with the Tailed Beasts. It's in the early stages of the Kara war, however, and manga readers will know what's the real deal. Jigen, the boss, has a much bigger plan for the world, not just a few ninja nations.
The anime is now providing insight into Jigen's plan, as Deepa blows up a wall to get into Victor's medical facility. Victor's upset, as he knows Deepa is killing all over the land and a wanted man. He has special secret entries for Deepa but acts like this put a red flag on Victor's scientific lab. He wants to keep his affiliation with Deepa secret but antics like this draw public scrutiny, which invites Konoha and other nations to investigate.
Deepa laughs off being chided, however, indicating he's above such petty issues. While Konohamaru and Mugino are spying, Deepa boasts about how epic a warrior he is and that he wants to get the project over with so he can eat the "fruit," a clear reference to the God Tree. In Naruto, Kaguya wanted to bring this to life, sucking the chakra from everyone and producing a fruit she could eat. This would further her immortality and upgrade her DNA -- with this evolution, she could move on to new planets. It's the mission she and Jigen/Isshiki were sent on centuries ago, and the reason why Naruto, Sasuke and the alliance had to stop her.
The manga is currently detailing how Isshiki possessed Jigen after Kaguya betrayed him and how he's once more trying to bring the God Tree to life. While it was believed only Inner members would be given access to the fruit, Deepa's words suggest Outer members would be too. Granted, Jigen could be lying and using them, especially as they don't seem to know he's really Isshiki in disguise. Either way, it's illuminating, because if more Outer members know about the chakra fruit, this could allow Konohamaru to get word back to Naruto that another God Tree is in the works. This would foreshadow a Ten Tails monster (the husk of the Tree) is still alive, so this knowledge could save all the nations once again.
